How long do I have to wait to rebook my driving test after a fail, and why can't I contact the DSA?

I failed my driving test this week and am keen to retake as soon as possible. I know there is a 10 day cooling off period but I would like to clarify whether this is 10 actual days or 10 working days, as obviously it makes a huge difference if I get a last minute cancellation.

Also, I've used up the 3 changes I'm allowed to make which means I now get told to ring the DSA when I try to look for more cancellations. But this is easier said than done; I tried about 10 times yesterday and today I had the phone on redial for an hour and a half, just being told they had too many calls and to try later. I've sent an email but this will likely take 10 working days to be answered. Has anyone had any success with getting more than 3 chances to book a cancellation online, and if so, how did you actually go about contacting them?

Please ask if this doesn't make sense, I'm having trouble explaining myself!

It makes sense but you have obviously exhausted the online options so that is done and dusted.

The DSA line is obviously undermanned and cannot cope - all you can do is to keep trying as someone must get through to tie the lines up.

you won't be able to re e book your functional using try interior 10 working days of your previous try so any time after 2 weeks would be advantageous. in line with what try centre you would be doing there could be an prolonged waiting era so e book as quickly as you may in case you want to re take your try as quickly as achieveable. basically verify the date does not fall in the ten working day era out of your final failed try.
