What state in the US has the easiest driving test to pass. And what about the written one?

Which type. CDL follows a divine federal standard. Motorcycle endorsement could be contracted to a club or nonprofit. You could go to a rural DMV and they might just tell you the answers and skip the test. If you go on a Monday vs a Friday. If the tester is a bully or a nice person. If traffic is bad or lanes are packed. If your car you use is a long Cadillac vs a automatic family sedan with big windows. If your trying to test in an old car that can't idle at 800 RPM, or if you have a clutch (stick shift). Too many what ifs.
If you go at a perfect time in a perfect car and your turn signal lamp is out, then you fail before you get a chance to get into the first gear. This is especially true if your requesting a CDL test. As a car you can hand signal out the window, unless your window doesn't work.
You could wind up doing everyting right and still fail on a slight technical issue that is not your fault. This is why its more a lesson of jumping through hoops like high school and college is. The idea is you will respect the end result when you get a license. So you won't break the law and have it taken from you. Its about the path and the rules are laid out if you read them, the least of your problem is the stupid tests.
Perhaps your asking which city in America wants bad drivers on their roads the most. And the answer is none.

Doesn't matter. You are only eligible to apply for a driver's license within your state of permanent residence.

The ones that don't test on parallel parking, for many people this is the hardest part of the road test.

ANY CDL tester in ANY state is likely to flunk you (no matter how well you do) just because youre a peasant and hes a damned pig, having a bad day. Likewise, there are some who will pass you despite a few screw-ups, because there are still a tiny few cops who are not lying, worthless, thugish pigs. If you have plenty of money, just keep renting trucks to test with and eventually someone will pass you. Once you pass, stay out of Ohio, PA, and new England where you will not be afforded your right to a trial by jury if (and WHEN) you are falsely accused of a CDL related violation.
