GCC countries are Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates
Gulf Cooperation Council is the only meaning I find for GCC.

GCC is Gulf Cooperation Council, it is also a considered a temporary license for a driver to any country you are assigned to work. There should be a residence number and a working visa number, any driver can do authentication to DFA, However if your new employer consider Exit Visa, make sure you have a residence number and visa number in it, not all ex-abroad are deported, everyone is authorized to go home for vacation or final exit, considering of any valid reasons. Based on a driver who had a Duly accomplished GCC license, It is an authorized paper particularly to ex-broad, card or booklet, that a driver is duly authorized to drive temporarily to any country for 6 months, usually Authentication done in DFA,it is also signed by any embassy. There is no office that s confirmed for GCC. GOOD LUCK.
