I'm a international student.Now I'm staying in US, i am planning to get a international driving license. However, i don't have any driving license right now. so am i going to get a US driving license first, then i can apply IDL ?

The way I understand it, an International driver's license is not a license at all.
It is only a translation of the information listed on the license from your home (or issuing) country.
With no existing license, you cannot get the "translation".
With a valid license issued in any U.S. state, you don't need an International.

International driving license is just the translated version of your original driving license. You need to hire the services of certified translators to get your license translated so that you can use it internationally.
