You can apply for your Provisional licence 3 months before your 17th Birthday, however you can only start lessons etc when you turn 17, thus you cannot drive at 16.

No and its not a real provisional that's why its only £50. it is just for a 50cc moped. when you turn 17 you will need to pay again for your provisional before you can drive a car assisted. and you do need insurance and tax and a cbt test before you can ride on the roads. its an expensive venture for just 12 months, my son is saving and waiting until he is 17 so he has some money under his belt to get a permanent licence instead of spending on a stop gap lasting for a few months

No you need to be 17 to drive a car on a public highway, however there are a few exceptions to this rule but i suspect you will not be eligible.
If you are registered disabled there are possibilities of being able to drive at 16 or if you are in the armed forces where they have a special dispensation and carry out their own tests.

No, Moped at 16 years old and a car is at 17 years old.

No, unless you are registered disabled and it is a mobility vehicle (one specially adapted for a disabled driver). Otherwise you cannot legally drive any motor vehicle on a road apart from a moped (or a tractor, to make short journeys between locations belonging to the same farm) until you are 17.

No because you cannot get car insurance before you are 17.
